GENERAL DESCRIPTION OF DUTIES

Under limited supervision, plans, directs and insures accurate implementation of all voter registration and elections procedures established by law/regulation or adopted by the Georgetown County Board of Voter Registration and Elections. Informs the general public about registration and elections procedures, maintains department records, supervises ballot and voting equipment distribution and insures the integrity and accuracy of all elections activities and tabulations. Supervises registration and elections staff and poll workers and reviews the work of subordinates to ensure completeness and accuracy. Serves at the pleasure of the Georgetown County Board of Voter Registration and Elections and reports to its Chairman.

Job Requirements:
ESSENTIAL JOB FUNCTIONS

•Plans and administers the voter registration process. Approves all voter applications and assigns all voters to proper precincts.
•Plans and ensures the proper execution of all elections such as primary, general, special, referenda and run-offs. Insures that polls open and close at designated times and that votes are counted in a reasonable timeframe after polls are closed.
•Conducts an ongoing campaign of voter registration by leading and participating in special efforts to educate the electorate. Leads a continuing campaign to sensitize County residents of their responsibility to participate in elections.
•Sets-up and conducts all aspects of the absentee voting process including mail-out, in-office and UOCAVA.
•Advises the board on the adequacy of precinct sizes and facilities. Plans and recommends changes where required. Obtains Legislative Delegation approval of proposed changes. Provides information to the Division of Research and Statistical Services pertaining to precinct changes.
•Directs the preparation of election materials such as ballots, supporting documents and Poll Clerk materials.
•Monitors a list of polling places and negotiates with authorities of schools, fire stations and other public places to insure their availability for elections. Deals with churches and private building owners as needed.
•Implements recruitment and training programs to insure an adequate pool of trained polling clerks and managers for elections. Prepares the poll managers financial report for each election.
•Maintains the inventory of voting equipment such as voting boxes, voter training devices, signs, flags, etc. Directs the placement of equipment at the polling places for elections.
•Insures compliance with technical and administrative laws and regulations.
•Plans and coordinates with County government departments as well as state and federal agencies.
•Plans the annual budget and monitors expenditures keeping the board informed of budget status.
•Reviews all correspondence pertaining to changes in laws and regulations and implements applicable changes.
•Serves as a liaison between the Board and the State Elections Commission, Justice Department, local legislative delegation and local government entities.
•Attends all meetings of the Board (except those designated as “Executive Session”) and meetings with the State election commission staff as required.
•Communicates effectively with a variety of individuals and groups including candidates, elected officials, board members and staff as well as the general public.

MINIMUM TRAINING AND EXPERIENCE

Requires a four-year degree in Public Administration, Business, or closely related field and two years of experience in the election process or any combination of education or work experience which provides the required knowledge, skills and abilities. High level of computer skills and valid SC Drivers License required.
