GENERAL DESCRIPTION OF DUTIES

The Transportation Specialist, under the general supervision of the Public Works Manager, oversees all aspects of county-wide local transportation improvement programs. Duties include right-of-way management, infrastructure procurement and maintenance coordination with SCDOT for bridge inspections pavement repair/replacement inventory program management (PMS-Pavement Management System) oversight of the design, construction, and inspection of street improvement projects and oversight of MUTCD traffic control signs and devices.

Job Requirements:
ESSENTIAL JOB FUNCTIONS
•Coordinate County User Fee and South Carolina C-Fund road improvement programs including new street paving and resurfacing.
•Oversight of private street transfer to the county, hardship repair requests and re-rocking requests.
•Process Encroachment Permit applications, issuance of permits, site inspection and close out.
•Prepare and obtain streets right-of-ways and easements coordinate projects with property owners prepare cost estimates and handle all related professional correspondence.
•Land Development Regulations—provide transportation review of design/construction plans, inspect development projects to evaluate compliance with approved plans, specifications and county standards for private and public projects.
•Coordinate with engineer/contractor to verify pay request and change orders on county improvement projects.
•Record results of all inspections and coordinate with the responsible parties, including work that does not comply with applicable regulations, plans, specifications and standards. Schedule and execute follow-up inspections.
•Communicate daily with professionals involved in related activities including other government officials and contractors, resolving complaints and problems in the field or recorded in the office.
•Manage street and right-of-way budgets, including roadway improvements, street maintenance, material, equipment and supplies.
•Supervise the traffic control shop/staff including scheduling, sign upgrades, maintenance and inventory. Work with staff to plan and install electronic message board as directed by the Public Services Director.
•Supervise infrastructure inspection schedules and projects.
•Oversee the Street Inventory and Pavement Management System Programs. Keep updated inventory of county streets, evaluating conditions and making recommendations and cost estimates for system upgrades, repairs and improvements.
•Assist in the development of annual budget for capital improvement programs.
•All other duties and assignments as directed by the Public Works Manager.

Training:
MINIMUM TRAINING AND EXPERIENCE
The position requires an Associate’s Degree in Civil Engineering or Construction Project Management and 8 years’ work experience in street construction and drainage design, or 10 years of equivalent applicable education and construction experience. Desired certifications include Certified Erosion Prevention and Sediment Control Inspector (CEPSCI), and/or APWA Supervisor Certification (or equivalent).
Extensive fieldwork involving on-site inspections, data collection, and interaction with the public demand excellent verbal and written communications skills.
Applicants must have excellent Microsoft Office skills, automated design and database knowledge. Proficiency with computers, calculators, surveying instruments, and GPS equipment is required, as is a valid SC Driver’s License.
