GENERAL DESCRIPTION OF DUTIES

Under general supervision, plans and oversees daily operations of collection and recycling operations. Directly supervises the activities of collection staff and assistant recycling supervisor. Supervises the upkeep of grounds, facilities, inventories, and employees performing various operational activities. Prepares reports and maintain accurate records per divisional record-keeping program. Responsible for efficient operations of collection and recycling work groups in strict accordance with solid waste regulations and Georgetown County policies reports directly to Manager of the Environmental Services Division.
Job Requirements:
ESSENTIAL JOB FUNCTIONS
•Supervises activities of subordinate personnel, which involves allocating personnel, coordinating activities, instructing, maintaining standards and reviewing work.
•Creates a system of accountability and efficiency for collection routes and personnel.
•Operate and maintain an inspection program for vehicles and equipment.
•Evaluates collection and recycling staff performance, recommend transfers, promotions, salary adjustments, coordinates employee training, and recommend disciplinary actions.
•Supervise, direct, and assign the daily solid waste collection schedules.
•Evaluate solid waste collections systems, using GPS data, GIS routing and other resources to assure the efficient use of personnel and equipment.
•Reviews and proficiently interpret collection data to improve collection efficiency.
•Maintain accurate fleet reports and coordinate fleet maintenance/ repairs.
•Develop specifications for the acquisition of collection and recycling equipment.
•Interacts and communicates with the public in order to provide assistance, receive inquiries, give information and perform other related tasks.
•Respond, log and deescalate customer complaints and issues.
•Becomes well versed on purchasing/procurement policies prepares bids, obtains quotes.
•Ensure that collection and recycling staff adheres to safety policies and procedures.
•Confirm that safe work conditions are maintained investigates accidents, near misses, unsafe actions/conditions and implement(s) necessary corrective action.
•Maintain communication with superintendent to plan, discuss, and solve operational problems.
•Supervises Assistant Supervisor to ensure all convenience centers, and diversion facilities are properly operated and maintain.
•Investigate alternative collection items, example - paint, foam rubber, clothing.
•Supervise C&D Swap Shop on landfill property.
•Supervises the paper and cardboard collection programs. Investigates methods of improvement and expansion.
•Manage Household Hazardous Waste collection program and plan HHW collection day events.
•Works with Environmentalist on educational programs, projects, and grants.
•Operates a variety of office equipment in the performance of routine tasks such as computer, scanner and printer etc.
•Other duties are as assigned.

Training:
MINIMUM TRAINING AND EXPERIENCE

Requires an associate degree in environmental science, engineering technology, or closely related degree with a minimum of six (6) years’ experience in solid waste collections operations with four (4) years a supervisory level operational knowledge of solid waste collection trucks. Equivalent combination of education and experience may be considered. Strong computer, mathematical and writing skills are required proficient in Microsoft Excel and Word. Candidate must have problem-solving, multiple tasking attributes, exceptional organizational expertise, and positive interpersonal skills.
