Under limited supervision of the Public Services Director, manages and supervises the efficient and effective operation of the Georgetown and Andrews Aviation/Fixed Based Operations (FBOs) at Georgetown County and Robert F. Swinnie (Andrews) Airports. This includes creating and implementing marketing and development short- and long-range plans. The Airport Manager utilizes demonstrated administrative and supervisory skills in managing the operations, maintenance, security, construction, and related planning for future development of County Airports in accordance with all federal, state, and local regulations, while performing other administrative duties as assigned.
Job Requirements:

• Serves a principal role on the Airport Strategic Planning Committee, assisting in developing and implementing long- and short-term plans and objectives for the airports: evaluating efficiency/effectiveness of airport operations, programs, procedures, and resource management recommending and implementing improvements in programs and operational procedures developing plans for promoting the airports and improving customer service and participating in planning/updating of airport master plan and airport layout plan.
• Maintains inventory control of airport equipment, merchandise, and supplies: ensures availability of adequate materials initiates orders and evaluates items for airport use/retail sales.
• Formulates and recommends plans for short- and long-range development, marketing and capital improvements.
• Develops contract specifications for professional engineering, design and construction services master and strategic consulting services and for the acquisition of equipment for day-to-day support of County aviation requirements.
• Maintains a comprehensive, current knowledge of applicable federal, state, and local laws/regulations: monitors and stays up-to-date with aviation industry news and trends reads professional literature attends workshops and training sessions as appropriate.

• Inspects work in progress for quality, completeness, adherence to schedules and compliance with required environmental, safety, and Americans with Disabilities Act codes and regulations.
• Inspects airfield lighting and navigational aids evaluates/identifies malfunctioning equipment, potential safety hazards or other issues and initiates action to resolve problems.
• Coordinates and ensures the enforcement of air traffic and safety rules and regulations, and develops Georgetown County Airport Security and Emergency Plans.
• Performs annual emergency drills with County Emergency Service Department.
• Supervises maintenance activities to ensure safe, secure airfield/runway conditions for aircraft operations and security of airport facilities.
• Conducts inspections of the airport equipment, grounds, and facilities oversees necessary repairs and maintenance.
• Coordinates with the Fixed Based Operator (FBO) to manage aircraft ground operations, security, and safety procedures in the airport operating area.
• Assesses new information technology pertaining to Airport operations and makes recommendations to the Public Works Manager.
• Inspects airport facilities, storage areas, hangars, garages and leaseholds for conformance with county rules, lease agreements, and FAA regulations. Complies with regulations governing safety in operations as required under Federal Aviation Regulations.
• Assures that tools and equipment are maintained and kept in proper working condition.

• Works with Senior Staff and the Public Services Director to develop the Airports’ annual operating and capital budgets for general aviation activities, determining supplies, equipment needs, and capital improvements.
• Provides monthly performance reports to the Public Services Director.
• Receives, reviews, prepares and/or submits various records/reports including accounts receivable and payable records, charts, budget documents, sales reports, training reports, statistical reports, memos, and so forth, as assigned.
• Assists in the coordination, preparation, and processing of leases, permits, and other related property documents.
• Performs a variety of administrative duties, including but not limited to typing, copying, and filing, faxing information, and answering telephones. Operates a variety of equipment such as a computer, printer, two way radios, telephone, fax machine, copier, scanner, etc.

• Interacts and communicates with various groups and individuals such as the immediate supervisor, co-workers, airline representatives, airport tenants, sales representatives, boards and commissions, consultants, customers/passengers, civic organizations, and the general public.
• Receives and responds to customer complaints and suggestions within scope of knowledge and authority.
• Provides information to the public and airport users: establishes, interprets and enforces rules governing airport facilities, usage, facility leasing, and service, including Federal Aviation Administration (FAA) Regulations and federal, state and local statutes.
• Provides customer service to pilots, crew members, passengers, and visitors responds to complaints/questions, researches problems and initiates resolutions.
• Works closely with the public, Town/City/County officials and support staff to engage the community in understanding and supporting the Airport’s mission, as well to resolve customer complaints and disputes. Coordinates with the Georgetown County Economic Development Office and the Chamber of Commerce.
• Develops strategies for increasing commercial air service levels, cultivating and maintain strong working relationships with airport tenants, local tourism organizations, and airline route planners.
• Assists the Fixed Based Operator (FBO) in gathering weather and airport activity information.
• Attends the monthly Airport Commission Board meetings and civic meetings as necessary. This includes creating and distributing the agenda for such meetings.
• Exercises oversight responsibilities for update and maintenance of County Airport Web page, reporting changes to MIS.
• Maintains solid working relationships with traditional and new media outlets, and serves as Airport spokesperson for airport-related news and incidents.
• Requires an undergraduate degree in Aviation Administration, Business Administration, Public Administration or closely related field, and three years airport experience including supervisory/managerial experience. Must have at least one year of municipal airport experience that includes maintenance and operations program administrative and management experience.
• Professional certification in aviation administration is preferred.
• Effective communication skills, both oral and written.
• Proven experience in airline operations at an airport facility similar in size to that of Georgetown County.
• Must be on-call at all times to address situations as they arise.
• A personal, criminal, and employment background check is required for this position.
