GENERAL DESCRIPTION OF DUTIES

Manager of Public Works Division, with limited supervision, shall lead and supervise the Public Works Division. Responsibilities include a comprehensive knowledge of transportation engineering, roads and streets maintenance, stormwater/drainage management and Airport Operations. Additional duties shall include general oversight of fleet maintenance, public works and special construction projects, work order software, traffic control, infrastructure asset management, pavement management system, and various other Public Works projects and programs. The Manager of Public Works Division reports directly to the Director of Public Services.

Job Requirements:
SPECIFIC DUTIES AND RESPONSIBILITIES

Manages Public Works transportation engineering and supervises support personnel including the day to day operations, coordinating transportation projects and other activities, allocating personnel and reviewing work completeness.

Develop staff to include mentoring, hiring, transfers, promotions, annual reviews and salary adjustments, counseling, disciplinary actions and terminations. Work with staff to develop and manage Individual Career Plan (ICP) for Public Services employees.

Set work schedules and expedite workflow issue instructions to personnel for assignment of duties examine work for accuracy, neatness and conformance to policies and procedures.

Coordination of field surveys for County property and provides design solutions develop and maintain contacts with construction project engineers, City, County, State and Federal agencies, professional and technical groups.
Oversee and participate in the planning, coordinating, managing and documenting of capital improvements projects (public works, recreation, storm water, & etc.) assigned to the Public Services Department.

Responsible for managing projects, coordinating bid processes, serving on committees, managing financial functions related to projects, and performing administrative tasks, including monitoring and reporting on project status.

Interact with County residents and the general public regarding division activities and services show compassion and expeditiously address concerns and issues.

Collaborate with Senior Management and peers to develop and update procedures for the Department including but not limited to roadway design and construction, contingency and disaster management planning, safety in the work place and standard operating procedures to ensure efficient and economical operations.

Capable of preparing construction plans and profiles, graphs, renderings and sketches.

Operate variety of survey and technical instruments such as auto level, digital cameras and hand held GPS.

Apply engineering theory to complex field problems and complex road design.

Serve as information resource for area of responsibility providing technical advice and make recommendations for technological advancement of products and services.

Manage administrative records and financial documents, prepare project cost estimating, conduct special studies and assessments, prepare reports and bid specifications for professional services.
Develop and maintain the asset management system including pavement management for County infrastructure.

Prepare and document fiscal year budget requests, prepare financial forms and reports, administer the adopted budget and oversee/approve expenditures for the division in consultation with department director.

Perform program management functions, exercise internal controls over day-to-day acquisitions for material and equipment associated with execution of programs and projects of responsibility.

Collaborate with senior management to develop short term and long range strategic plans, oversee the implementation of plans and ensure adherence to organizational standards, policies and procedures.

Develop, update and justify the Capital Equipment Improvement Program for the division and department.

Represent the County on boards and commissions and interact with community businesses and organizations to provide information and assistance to promote special Public Works projects.

Conduct staff and other professional meetings and conferences to exchange information or present briefings attend technical and professional seminars or conferences to improve professional skills.

Serve on the Department of Public Services Accreditation Team to ensure that we provide better, more effective public works services. Assist the team to ensure that department receives re-accreditation every four years that provides a framework for a process of continuous improvement.

All other duties and assignments as directed by the Director of Public Services Department.

Training:
MINIMUM REQUIREMENTS

Job requires a Bachelor of Science degree in Civil Engineering from an accredited four year College or University.

Minimum of eight years’ experience in Public Works or related assignment required with demonstrated experience in professional engineering with emphasis in Transportation Management and considerable supervisory experience.

A State of South Carolina Professional Engineer license and Registered Public Land Surveyor license are preferred but not required.

Candidate must possess valid State of South Carolina Driver’s License.

Consideration will be given to candidate that has completed the County in house Individual Career Plan training matrix for Public Works Division Manager.
