SPECIFIC DUTIES AND RESPONSIBILITIES
Under general supervision of the Stormwater Manager, performs engineering analyses and prepares design documents for County projects involving roads, drainage, utilities and facilities. Reviews grading, drainage and stormwater plans for new commercial and residential developments, including detailed review of complex drainage calculations and reports to assure compliance with County, State and Federal stormwater regulations and standards. The position requires knowledge of MS4 permit, State Construction General Permit, design experience, and the ability to interact with public groups, agencies and professionals.
Job Requirements:
ESSENTIAL JOB FUNCTIONS
The Senior Engineer responsibilities include:
•Reviewing plans for all residential and commercial construction projects to evaluate compliance with county stormwater regulations and standards, as well as other related codes
•Reviewing State regulations, changes in regulations, and maintaining updates on all regulatory documents as it relates to the County’s Stormwater Division.
•Engineering design and preparing construction drawings, reports, plans, maps, tables and shop drawings for County projects involving roads, drainage, utilities and facilities
•Using technology such as computers, CAD, calculators, surveying instruments, GPS and GIS to produce construction drawings, reports, illustrations, plans, maps, tables and shop drawings
•Ensuring that designs conform with County, State and National regulations and specifications
•Trouble shooting drainage related issues as it relates to citizen call-in service requests
•Performing a variety of related duties including field investigations, writing reports, letters and memos.
•Extensive office work and interaction with design professionals and the public, and
•Fieldwork involving on-site inspections or enforcement action.
Training:
MINIMUM TRAINING AND EXPERIENCE
Requires a Bachelor of Science degree in Civil Engineering and five years of experience in practical engineering, roadway or drainage design and construction or any equivalent combination of education and experience which provides the required knowledge, skills and abilities. Licensure as a Professional Engineer in South Carolina or the ability to do so within 6-months of employment is required. The position requires certification as a Certified Stormwater Plan Reviewer. Must possess a valid South Carolina driver’s license. Requires excellent math, written and oral communication/interpersonal skills strong organizational abilities. Requires the ability to prioritize work assignments and work independently. Applicants must have excellent Microsoft Office (Word, Excel, PowerPoint, and Outlook), and AutoCAD skills. Proficiency in stormwater modeling software is required.
